Added API to download Widevine server certificate.
By downloading and reusing certificates with this API on client players, certificate requests can be omitted when issuing Widevine licenses, reducing latency.
Improved server logic to support Widevine L1 CDM on Windows Chrome browser.
Fixed an error handling issue on 7136 error code for FairPlay DRM.
